  1. Preheat your oven to 350ºF (175ºC) and line a baking sheet with parchment paper.
  2. In a mixing bowl, combine cream cheese, diced green chilies, shredded cheddar cheese, diced red onion, diced bell pepper, and sour cream. Add paprika, garlic powder, onion powder, and cayenne. Mix until smooth.
  3. Take flour tortillas, place a generous amount of filling in the center, spread evenly, and roll tightly. Cut each rolled tortilla diagonally into five pieces.
  4. Arrange the pieces seam-side down on the baking sheet and bake for about 8 minutes. Broil for 5 additional minutes until crispy and golden.
