Preparation Steps
  1. Heat the oil in a large skillet or pot over medium heat.
  2. Add the chopped onion, bell pepper, and chopped carrot. Sauté for about 6 minutes.
  3. Stir in minced garlic, chili powder, ground cumin, and salt. Cook for 30 seconds.
  4. Pour in diced tomatoes, diced tomatoes with green chilies, elbow macaroni, black beans, red kidney beans, and water. Stir well.
  5. Bring to a simmer, then reduce heat to low and cover. Cook for 12 to 15 minutes, stirring occasionally.
  6. Remove from heat and add shredded cheese, stirring gently until melted and creamy.
  7. Serve in bowls topped with reserved cheese.
