- In a skillet, heat a drizzle of oil over medium heat. Add 1 pound of lean ground beef to the pan, breaking it apart. Cook for 5-7 minutes, stirring occasionally, until browned. Stir in 1 tablespoon each of soy sauce and hoisin sauce, simmering for an additional 2 minutes.
- Add 1 cup of shredded carrots and ½ cup of chopped bell peppers to the skillet with the beef mixture. Sauté for about 2-3 minutes until vegetables are vibrant and slightly tender.
- Soak a rice paper wrapper in warm water for about 10 seconds, until pliable. Remove and let excess water drip off, then lay it flat.
- In the center of the rice paper, place a few fresh basil leaves followed by a scoop of the beef and vegetable mixture. Be careful not to overfill.
- Gently fold in the sides of the rice paper, then tightly roll up from the bottom. Repeat this process for all wrappers.
- Arrange the completed rolls on a platter and serve immediately with your choice of dipping sauce.
